Fishing Erie Pennsylvania

I live in Erie Pennsylvania, and I’m going to South Pier tomorow.?
I was wondering if it’s still to early for the bass to come up into the shallower water, and i’ve never been there this time of year, so what methods could I use to catch whatever fish are available at this time? I really REALLY need to get out of the house.
And could i possibly get some walleye? i have some gulp alive smelt and i believe they’re 3 inches long, i remember hearing that they work on walleye.
I would say that in general it’s too early for bass, but a few years ago, I watched a guy pull a 24 inch large mouth through a hole in the ice. The guy caught maybe ten perch and that one lone bass; so you never know. They have to eat some time.
For big fish in cold water, fish slowly and use big baits, there not going to move fast or far for food and what they do chase will have to be worth their effort. They can’t afford to waste energy for it.
Walleyes should be a better bet, they are probably going to hold in deeper water though. 3 inch smelt should work for wallies, as should alewives, shiners, leeches, and night crawlers, but this time of year fishing in moving water may be the most productive way to get them. Perch are another fish species that are active in cold water and they are almost as delicious as walleye, if you target them use smaller minnows. Find a school and you can pile up a big catch in a very short time.
